Sources and licences

Where the data comes from

Aralda reads official public sources: the European TED system for above-threshold tenders in all 27 Member States, national and regional registers for below-threshold contracts and grants, and municipal notice boards. Every record carries the source indication and a direct link to the original notice.

How we treat licences

Before integrating a source we read its terms of use. The rule we set ourselves is simple: an explicit ban on commercial re-use excludes the source, even when the data would be easy to take.

Some sources from Croatia, Denmark, Finland, Greece, Hungary, Luxembourg and Wallonia, assessed and not integrated, stay out for exactly this reason.

We ask administrations that publish without a declared licence for written permission; we will update this page with the date of each request.

Where the licence is not declared we index only the essential facts (authority, subject, amount, deadlines, link to the original) and do not reproduce the full text.

List of sources and licences

Aralda collects notices from the active sources counted by the engine (the current number is on the Coverage page). Of these, we list below by name 35 sources whose licence or re-use basis, declared by the rightsholder, we have verified one by one, with the wording the rightsholder uses; one has declared conditions with a reservation, indicated separately. Sources with no declared licence, or with a statement we have not yet verified, appear further down only as a number per country: from these we take only the essential facts of the notice, with a link to the original. The list by name grows as we complete our checks. We are preparing the written request for confirmation to the rightsholders. We will update this page with the date of each request.

Support data

To draw the towns on the map one thing is needed that no tender portal publishes: coordinates. Notices give the municipality's name, not the point. We therefore use GeoNames (https://www.geonames.org/), the open geographical gazetteer, distributed under the Creative Commons Attribution 4.0 licence: commercial use is allowed and the only obligation is to cite it – which we do here.

What we take

We take facts: title, authority, dates, amounts, classification codes, link to the original. We do not reproduce full descriptions where the licence does not allow it, and we take no images or audiovisual material.

How we behave with the portals

We query each source once a day, at night, with a recognisable identifier (AraldaBot), respecting the declared waiting times and the pauses between requests. We do not circumvent technical protections: where a portal blocks us, we ask for access instead of forcing it.

The schedule is per source, not the same for everyone. Where we have committed in writing to a different pace – or where an authority asks us – that source is queried at the agreed frequency, and the commitment is written in the configuration: it does not depend on who remembers to honour it. If you prefer a wider schedule for yours, just ask.

Are you a public authority?

If one of your sources is indexed and you want us to change something – attribution, frequency, fields handled – or to stop altogether, write to info@aralda.com. We comply without arguing.
